Is it possible to make a lasting painting with these materials? I can paint with these colors after applying lead ground, or do I need to know something about how they interact when used directly out of the tube together? I might just scumble instead of using linseed oil as far as additional layers are concerned.
What are the basic rules that everyone can agree upon? I just want to get started.

The short answer is yes. A zorn palette over lead ground on linen is ample supplies to make a lasting work.
If you’re willing to use Rublev paints and lead ground, it would be worth it to explore Artefex lead primed linen panels (panel type 532 or 533).
Regarding the zorn palette, white is your cool light, yellow ochre is likely your warm light. That would make vermillion your warm dark, and black your cool dark. Any color mixture can be adjusted light-to-dark, warm-to-cool based on this schema.
Scumbles of paste paint from the tube is a great practice. Very, very small amounts of various oil added to your palette piles can increase flow, gloss, leveling, etc.. Paint with thick paint thinly is the way to go.
